Effective immediately, federal agencies, military commands, and Guard units can procure branded merchandise programs through our GSA contract under the SIN that was designed for exactly this kind of work.

What SIN 541613 Actually Means

SIN 541613 is the GSA Multiple Award Schedule category for Marketing and Advertising Services — specifically, for contractors who deliver branded communications programs where the physical products are deliverables within a managed services engagement, not standalone commodity purchases.

The distinction matters more than it might seem:

  • Under a traditional product SIN, a federal buyer is purchasing items.

  • Under SIN 541613, a federal buyer is procuring a program — and the items are how that program is delivered.

For your command or agency, the practical difference is this: instead of processing a purchase order for 10,000 branded lanyards, you're procuring a Branded Communications Program that delivers 10,000 mission-imprinted lanyards, produced to your specifications, approved through a documented proof process, and delivered to your distribution point on schedule.

Two things are happening simultaneously in the federal promotional products market that make this SIN addition timely.

GSA is tightening SIN 339940

The April 2026 Refresh 30 update to the GSA MAS Allowed vs. Prohibited Product List removed cups, tumblers, drinkware, personal care items, and food products from SIN 339940 — Office Supplies. Vendors who have been selling promotional merchandise under that SIN are facing compliance pressure, and buyers who have been using it as a catch-all procurement vehicle are increasingly finding that their preferred items no longer fit.

SIN 541613 exists precisely for this scenario. Decorated, mission-aligned branded merchandise has always been a better fit for a services SIN than an office supplies SIN. GSA's own guidance supports classifying branded program orders under 541613 when the primary purpose of the engagement is program management rather than commodity supply.

The SWAG Act is still in play

The Stop Wasteful Advertising by the Government Act — the SWAG Act — remains in committee, but it continues to shape how agencies are thinking about branded merchandise spend. The bill targets items purchased solely to promote an agency with no mission connection. It explicitly exempts items that are part of a documented program with a positive return on investment — and it carves out military recruiting and Armed Forces recognition programs entirely.

Orders placed under SIN 541613 as branded communications programs are structurally aligned with those carve-outs. A program order is documentable. It has a mission basis. It has defined deliverables and measurable outcomes. That's the standard the SWAG Act sets — and it's the standard we help our clients meet.
